Capital Access Associates is a state of Nevada nonprofit entity formed for the primary purposes of providing capital and ongoing management and technical assistance to minority businesses located in the low income communities of Clark County Nevada.

All of the principals of the firm were directly involved in the management and operation of New Ventures Capital Development Company. Under their leadership, the firm approved over 400 loans and arranged over $1.5 billion in financing through conventional and government financing sources. The firm was licensed by the Small Business Administration  for over 33 years voluntarily surrendering its license in July 2017 to expand throughout the country as a facilitator of both conventional and government lending sources to the small business community. 

New Ventures Capital Development Company (NVCDC) was  a firm certified by the Small Business Administration (SBA)  to make loans to businesses located in the State of Nevada, for the acquisition of capital assets. This was inclusive of the purchase of land and the construction of a building, the purchase of an existing building and the purchase of capital equipment with a life of more than 10 years. ​

NVCDC may receive two fees for participating in a project:
  • One-time Processing Fee on the debenture amount 
  • Annual Servicing Fee on the declining loan balance

The SBA Central Fiscal Agent will collect these fees from the small business: 
  • One-time Funding Fee
  • One-time Underwriting Fee
  • Annual Servicing  Fee on the declining balance

The SBA imposes no restrictions on the first mortgage lender's fee other than requiring the fees to be "legal" and reasonable. 
Mr. Fountain is the co-founder of NVCDC along with is mentor Dr. William H. "Bob" Bailey who had an established history of fighting for the economic and civil rights of Black America. Mr. Fountain began his banking career with Valley Bank of Nevada in 1976 which was the only bank in the state of Nevada that made Small Business Administration loans under the 7(a) guaranteed loan program. After 5 years in banking and becoming the only black lending officer at any bank in Nevada he started his own consulting business and met his mentor in 1981. He became the Project Director for the Nevada Economic Development Company (NEDCO)that was funded by the Minority Business Development Agency. NVCDC then operated the same center from 2007 through 2016. NVCDC was formed in 1983 as a tool to provide capital to minority businesses in the state of Nevada. After leaving NEDCO in 1989 Mr. Fountain has been responsible for the day-to-day operations of NVCDC; with over 41 years of hands-on experience in banking, finance, marketing, accounting and procurement. He is the former President ad founder of Enterprise Community Federal Credit Union and owner of the first black Texaco convenience store in Las Vegas. He has set on many boards dealing with economics, finance and procurement. He's a former real estate and insurance agent. Mr. Fountain has a Masters, Bachelors and Associates in business, banking and finance. 
Christopher "Chris" Gutcher
Small Business Lending Associate
Mr. Gutcher is the Financial Analyst and has been with the firm for 10 years, he has 4 years experience in the residential mortgage field. He has been a commercial loan officer analyzing and packaging loan requests for both 504 and 7(a) loans. He is directly involved in business plan development, market research, preparation of projections, franchise development and has been the conference workshop coordinator for the last 5 years. Mr. Gutcher has attended training with Tuck School of Business at Dartmouth and the Minority Business Development Agency (MBDA).  


What is a Certified Development Company?
The United States Congress created the Section 504 Certified Development Company Loan Program in 1980 by amending Title V of the Small Business Investment Act of 1958. SBA 504 loans are available for fixed asset purchases only. The financing legally is passed to the small business concern through a conduit known as a Certified Development Company (CDC). New Ventures CDC is a SBA Certified Development Company.

Closing and Servicing Associate
Ms. Fountain was the Operations Manager and has been with the firm for 17 years and is the former Closing Officer responsible for working directly with NVCDC's  closing attorney, the SBA's closing attorney, the bank, the title company and the borrower to insure that the loan is closed and funded in accordance to the written approval. She will be responsible for inputting al client information into the Ventures Plus system, as well as maintaining the current computer networking system. Ms.  Fountain maintains all client files and is trained to package and maintain files for lender audits. She will be responsible for closing and servicing all Revolving Loan Fund. She has taken classes in both real estate and business while attending the College of Southern Nevada and the university of Phoenix, along with attending training with the National Association of Development Companies  (NADCO) and the Minority Business Development Agency (MBDA).

In 1983 NVCDC was established for the purpose of assisting Clark County businesses with the acquisition of expansion capital by combining public and private sector resources. NVCDC provided loan development and packaging for SBA 504, SBA 7A and conventional financing.

New Ventures Board of Directors had over 125 years of combined experience in business, banking, management, finance and consulting. NVCDC was one of 270 firms certified to make loans under the 504 program having arranged over $350 million in financing under the program. More than 5,000 clients have been served since the firms inception into the program.

Over the 33 year span NVCDC was approved by the CDFI as a CDE under the New Markets Tax Credit Program. Operated the Nevada Minority Business Center on behalf of the U.S Department of Commerce/MBDA from 2007 until March 2016 and operated its own RLF funded by the state of Nevada from 2007 until 2017.

Fees
Mr. Edward P Brown will serve as Chief Associate providing business consultant services to clients in lending, marketing and business planning. He is the former Lead Lender Relations Specialist/Chief of Finance, SBA Nevada District Office. 

As the chief of finance and commercial lending operations, Mr. Brown provided management oversight of SBA lending programs to the banking and business communities. He provided policy guidance and program training to commercial lending institutions and their respective bank officers. He also regularly responds to requests for policy and program interpretations on the applicability of SBA 7(a) and 504 loan programs for loan applications being considered by individual businesses and/or banking institutions.
Mr. George Temple will serve as retail consultant for training in the retail industry both through virtual and face to face workshops when possible. He will provide guidance on how to transition into the new economy based on the pandemic and other variables that will determine success in the industry. Mr. Temple has over 43 years’ experience in the industry as depicted by his background. He has worked in management for TJ Maxx, Target, Best Buy, Kohls and Amazon.



Mr. Leonard Hamilton will serve as Business Development and Contract consultant working with contractors and providing technical assistance in estimating, bidding, and facilitator for contract opportunities. His experience is depicted below:
