Mr. Fountain was the former CEO of NVCDC and former Project Director and Operator of the MBDA Business Center Las Vegas (2011-2015) , and the Nevada Minority Business Enterprise Center (2007-2008). After leaving NEDCO in 1989 Mr. Fountain was responsible for the day-to-day operations of NVCDC. He began his banking career in June 1976 becoming and SBA lender in 1978 and has been lending since then. He approved and underwrote all 504 loans and 7(a) loans approved and submitted to banks and the SBA totaling over $1.4 billion. Mr. Fountain has over 44 years of hands-on experience in banking, finance, marketing, accounting and procurement. He is the former President and co-founder of Enterprise Community Federal Credit Union and co-owner of the first black Texaco convenience store in Las Vegas. He was appointed to many boards dealing with economics, finance, lending and procurement. Mr. Fountain has a Masters, Bachelors and Associates in business, banking and finance.

Dave Washington

Mr. Washington is the former Fire Chief for the City of Las Vegas responsible for  a budget of over $100 million and a staff of over 670 persons. He has over 22 years of administrative and management experience. He has been with the Board of Directors for over 24 years.  
Dora LaGrande

Ms. Dora LaGrande has extensive experience in underwriting, commercial, and small business loans during her 15 year banking career at both Valley Bank and American Bank of Commerce. She set on numerous Revolving Loan Fund committees administered by the City of Las Vegas and Clark County, Nevada for at least 5 years. She was the co-founder of Enterprise Community Federal Credit Union that operated from 1995-2000.
Grenell Martin

Mr. Martin has more than 36 years in banking, with experience in all areas of branch operation, credit analysis, loan underwriting and business development. Currently, employed with Bank of the West as a Business Development Officer. He is a former commercial lending officer for Community Bank of Nevada and Black Mountain Bank of Nevada for over 20 years. He is currently employed with Bank of the West as a business development officer and has been there for 7 years. He was on the Board of Directors of NVCDC for 15 years approving over $300 million in 504 loans.

Mr. Edward P Brown will serve as Chief Associate providing business consultant services to clients in lending, marketing and business planning. He is the former Lead Lender Relations Specialist/Chief of Finance, SBA Nevada District Office. 

As the chief of finance and commercial lending operations, Mr. Brown provided management oversight of SBA lending programs to the banking and business communities. He provided policy guidance and program training to commercial lending institutions and their respective bank officers. He also regularly responds to requests for policy and program interpretations on the applicability of SBA 7(a) and 504 loan programs for loan applications being considered by individual businesses and/or banking institutions. He served as serving, liquidation and lending officer for the Small Business Administration Nevada District office underwriting and approving both 504 and 7(a) loans before being promoted to Chief of Finance.
